Central Park & Special Events Permitting

In a process called SEAP(Special Events and Permitting), the city is currently evaluating special event permitting and processes. The evaluation will include public hearings. I urge Stapleton residents to provide input to the City on special events at Central Park.

The Parks and Recreation Dept currently has no limitation on the frequency or capacity of events permitted for Central Park. Festivals can bring benefits to the community. However, there are two primary concerns for the Stapleton community with regard to permitting Central Park:

Festivals limit use of the park amenities—playground, interactive fountain and central play areas on the weekend.

When events are inadequately planned or supervised surrounding neighborhoods can be adversely affected.

The adverse effects of events on the neighborhood south of Central Park have been excessive noise and traffic/parking on neighborhood streets.

Sound amplification is permitted, but park personnel and organizers do not have knowledge or capacity to observe sound ordinances. Noise from races starts early and continues through after parties. Large festivals lasting have had nonstop music playing for two days.

The neighborhood south of the park has had every parking space taken along 29th Ave. to MLK between Beeler and Central Park. Drivers troll neighborhood streets and alleys searching for parking and there is a lot of illegal parking, occasionally blocking alleys and streets.

When parking spills into neighborhoods, attendees leave trash on streets and lawns. There have been petty crimes and public drunkenness. A fight among festival attendees took place on a private yard and required the response of five police cars.

With some agreements on permit frequency and size of events, stiffer requirements for organizers, and more City supervision, these issues can be resolved and events can be safe and enjoyable for attendees and neighbors.
